It could be ER time: It could be time to see his doctor right now, or visit the hospital ER which takes care of young children. A baby with diarrhea who has mottled skin and has little urine means he may be dehydrated. If he is too sleepy and not taking his bottles, he may be getting weaker and cannot rehydrate himself orally... which is bad. Thus, time is of the essence. 103 fever means there is likely an infection.
