Depends on the cause: A number is just that, a number. An elevated co2 in the blood could be due to metabolic, respiratory and other systems. The body can usually compensate. One would need to have more information to answer this question.

No: Something as simple as holding your breath during the draw can do this. If you have a serious acid-base / blood gas trouble, you'll know you're sick.
