Easy to get tests: A good quality, sensitive TSH will usually indicate whether you are hypothyroid or hyperthyroid. However, pituitary disease, certain drugs and other conditions can mask this. It is easy to get a ft4 and T3 (liothyronine) as well to confirm the results of a tsh, if there is a question.

TSH and freeT4: Tsh and free T4 should be able to diagnose most thyroid problems, at least those related to function. Other tests are needed or helpful for other thyroid disorders, such as thyroiditis, cancer, etc.

Yes: Tsh can be normal and still have thyroid disease. This is called subclinical thyroid disease. To diagnose it you have to get the full thyroid panel.
