Yes: Its a good idea to get checked out. A through physical exam followed by potentially labs or a consult is the proper Rx.

Possible but rare: Once puberty starts it rarely stalls. A problem with the testes or the pituitary gland could explain this or it could be a normal variation. If you are really concerned he could get some tests ordered by his PCP which should include LH and FSH (pituitary hormones regulating puberty) and testosterone and if those are normal you need not be concerned but if abnormal he should see endocrinology.
