Itchy patches on lip: Could be eczema or psoriasis. Would discuss with doctor or rheumatologist .May benefit from topical steroids acutely but that may increase infections and can thin the skin. http://www.webmd.com/skin-problems-and-treatments/psoriasis/face?page=2
