Different things: There are many causes of bumps on the penis. They can be actual bug bites. Scabies is also possible. There are other disorders like lichen planus, urticaria, follicular eczema, psoriasis, or an allergic reaction or contact dermatitis. Infections can include warts or molluscum. Herpes can present with bumps, but they are small painful blisters. Would recommend evaluation by a dermatologist.
