Yes and no: It's important to consult with your ob, but zyrtec (cetirizine) is a category b antihistamine that most allergists would agree is safe during pregnancy and breast feeding. However, pseudoephedrine, sudafed (decongestant) has been linked to a birth defect called gastroschisis (problem with the abdominal wall not completely closing). In the first trimester, the risk/benefit ratio should be weighed carefully.

At 14 weeks, the abdominal wall should already be closed. I agree that starting with Zyrtec is best. If that doesn't adequately relieve your symptoms, talk to you OB, as Sudafed is likely fine (assuming you don't have issues with hypertension or other reasons to avoid it!).
