Need more info...: Do you mean bleeding in rectum & scrotum simultaneously or separately? It is extremely unlikely occurring at the same time. If separately, from rectum, it may be hemorrhoids, colon polys or tumors or diverticula, etc. if from penile opening, any bleeding from anywhere along urinary tract from tumor, stone, inflammation/infection, ruptured varix, kidney parenchymal disease, etc.
