Some do some don't: Frequent warm water bathing will extract natural skin oils and lead to dry skin. Using cooler water and bathing less often can reduce the need for supplemental moisturizers or eliminate the need all together. Kids with sensitive skin or skin disorders need guidance by their personal physician.
