During the 3rd trimester, i noticed a woman's belly ripple or move quite obviously when baby moved. does this only happen to some women? like thin?

Wall thickness: The baby always moves. You may or may not be able to actually see the movement as an outsider, depending on the thickness of the mom's anterior abdominal wall and the location of the placenta.
