Consult neurologist: The soft spot in head should close latest by 18 months of age .Certainly it is not normal,Your daughter head is growing large due to some abnormality in side the head .Some children have more water collection or some other cause .You should consult neurologist as soon as possible and get your daughter investigated and treated accordingly .Wish you good luck .
