Hmmm....: Frenulums, whether on a lip, a tongue, or a penis, are supposed to stay attached from birth to death. If there has been some trauma or accident, a frenulum can tear (but a torn frenulum usually causes no disability nor problems). If there is a worry about the penis, one's pediatrician can examine it and offer some advice, either at the annual check-up or a separate visit.
