White spots: hello ~this is difficult to identify without seeing them but they could be sun damage spots to miliaria which is tiny little "blisters" in skin mostly behind upper arms. You will need to show this to a doctor to get the definitive response thanks

Sounds like ...: Pityriasis Keratosis. Is it the upper outer arm region and does it feel rough to the touch? It has to do with keratin build up of the hair follicles .A strong keratinolytic will help over time.Something called Lac-Hydrin will help but requires a prescription ( if my diagnosis is correct ).Send in a picture.

Details matter: Is it the entire arm? Outer and inner? Upper and lower? Flat or little "gooseflesh" bumps? Also on legs or thighs? No diagnosis possible without more detail, best obtained by exam by skin specialist. Aging? Sun damage? Keratosis pilaris? Other?? Generic lac-hydrin and salicylic acid creams and ceramide creams can be acquired over the counter.
