No HIV: Since one has no knowledge as to how the sheets were stored and manufactured, it would be prudent to get them laundered before using them. However the risk of getting hurt from unlaundered new bedsheet must be extremely small and there is no way you can get HIV from them.

Low infectious risk.: I would assume a low infectious potential, HIV or otherwise, in brand-new, packaged but unwashed bedsheets. But if not washed before used, there may be some packaging chemicals and such which may irritate your skin - nothing too bad, maybe just a dermatitis as a worst case scenario. But I'd imagine the chance of actual infection would be quite low.
