Penile Rash: As long as the penis functions otherwise normally after all this time you may never know. Without seeing it i can only guess. But, fungal rashes are common; psoriasis can start on the penis; any thing worse would not be stable for so many years. If the skin doctor cannot determine this you may need a second or third opinion.
