Granulation tissue: There may still be some pus or a little dead tissue which is causing the ooze. Pink tissus protruding is granulation or healing tissus. The scrotal incision should probably be probed and packed. Was second incision after groin incision for radical orchiectomy. Hopefully orchiectomy was performed through groin. May need a drain thru groin incision + out thru scrotum. Consider 2nd opinion.
