No, not normal: If you are having chest pain with increased heart rate at rest, please see your physician asap. Pain itself can increase heart rate, but you need to find out why you have chest pain.

No: Is the heart rate steady and is it a normal rhythm? You may have an arrhythmia or irregular heart beat or you may have a regular heart beat that speeds up due to stimulus whether emotional or food like caffeine. Have it checked out to make sure you don;t have heart disease. Pain and an irregular heart rate needs medical evaluation, although at your age it's probably nothing serious.
