See doctor: Can't really tell what may be causing the problem and whether the skin rash is from bug bites at all from the description. The stiff and painful neck is worrisome and one needs to consider meningitis which can be associated with a generalized rash in some cases. Urge you to see a doctor ASAP. Consider contacting the US embassy to make a recommendation
