See a GYN MD: If both breasts are undeveloped and there is no period at 19 that becomes a more urgent issue to see a MD. If one breast is up and the other totally non-existent, there could have been childhood trauma to the affected side. By the way, most women have different size mature breasts normally. You need to see the GYN MD who can sort this all out.
