If you are 42 years: Old (the ages don't always reflect the writer's age) then any significant delay in breast development should have been picked up well before now. Breasts come in all sizes - so it may be that your breasts are simply small in size. One option to ^ breast size is plastic surgery. Breast size is likely to ^ w puberty, pregnancy, breast feeding ; possibly prior to your period.
