If the same vessels in the same eye get irritated and have small bleeds, can they be lasered or treated to stop it? i think it's a damaged vessel.

Yes: If one vessel that leads to recurrent bleeding can be identified, then it can be lasered to stop that from happening. It is however, very difficult to identifiy such a vessel.
