Broken blood vessel: Most broken blood vessels on the external eye are nearly painless, dont affect vision, and do not cause watering or discharge from the eye. If painfull or draining a possible foreign substance, vision blurring might be something on the cornea, or inflammation within the eye. See your eye care provider, er doc or family physician if you have any above signs or symptoms.
