Not normal: Induration is never a normal finding. When tissue becomes inflamed either from an infectious or non infectious source, hormones are released in the local area that result in a series of events causing redness, warmth, pain, and swelling as the capillaries in the area become more "leaky" causing induration. The area you describe has many different potential causes. See your doctor immediately.
