Not STD, maybe UTI: No STD (same as STI) can be acquired by hand-genital contact, and no STD causes pain after ejactulation as the main or only symptom. This is more likely related to your previous urinary tract infection. Check with the doctor who cared for the UTI; you may still have infection in your prostate gland. Good luck!
