Keratosis polaris: It sounds like a common skin condition in kids called keratosis Polaris. I would suggest trying either Amlactin or LacHydrin (lactic acid) lotion, which you can find OTC. If not improved within 1 month of daily use see your doctor to confirm diagnosis and discuss other treatment.
