NO: A 35 year old female inquiring about asthma flaring and dizziness from being on 11th floor of hospital. I am not sure what the question is. Just from being on 11th floor of a building you would not have asthma symptoms and dizziness. However, something in the hospital could be triggering your reaction, possibly an irritant - chemical cleaner perhaps? Unsure without more history.
