No: Hemmorhoids are varicose veins of the anal canal. They occur externally where they can clot and forms nodular lesions or bleed. Internal hemmorhoids are also associated with bleeding and may cause pain. Cuts in the region of the anal canal are fissures that are also painful and can bleed.

Generally no: "cuts" on the anus are referred to as anal fissure and can happen from constipation / straining / anal trauma but are different from hemorrhoids http://www.medicinenet.com/anal_fissure/article.htm
