Folliculitis: The skin is getting irritated around the hair follicles. Can be more common if you have curly hair and If you shave the area. If they don't seem infected (visible white pus) there is no danger. You can try soaking the area to allow the hairs to make their way through the skin more easily without causing irritation. Try using a washcloth gently to remove dead skin that could block the follicle.
