Likely yeast, but...: Vulvar itching is unlikely with UTI but is typical for yeast. Also, "external dysuria", i.e. urine burning on the outside when it contacts vaginal opening or labia, is more like yeast. UTI usually causes "internal dysuria", i.e. pain more inside and usually would not come and go. But be careful: STDs can cause similar symptoms if at risk. Always best to see doctor for professional diagnosis.
