Without more information, are too many possibilities to even guess the cause. There is a book titled Genital Dermatology Atlas, with 300 pages of photos and descriptions of over 100 different conditions. The large majority are not serious. For example, there is little chance that this is herpes or other STD. See a doctor, preferably a dermatologist. But don't worry too much until then. Good luck.
