Yes and no: Exercise can lead to weight loss, dramatic weight loss can lead to "saggy skin" as you put it. On the other hand, exercises can tend to tone muscles and enlarge muscles which can have the opposite affect. In general exercise is good, and if you have any concerns post exercise you might consider consulting a plastic surgeon.
