Radiculopathy?: At your age the most likely cause is a pinched nerve in your neck, likely where the fifth cervical nerve exits. Sometimes these nerves get pinched farther down in their trajectory. At your age these symptoms are relatively unusual so I have to advise a formal evaluation by a physician even if I am right. As you can understand the above is simply an educated guess.
