Blood spots?: If there are many blood spots, as in an actual rash, one can be checked by a doctor to see if any blood tests may be needed. However, if there is only one small spot, a typical bruise is more likely, and a blood clotting disorder is less likely. Spots and rashes are hard to describe and hard to diagnose without seeing them, so a visit to a doctor is needed if worried.
