Yes: Yes. The only downside is that rarely allergic reactions to neosporin may occur, but on the upside, it may help the area heal faster with less risk of infection.

No: Neosporin is useless. It also causes allergic reactions. It impairs wound healing. It promotes resistant bacteria. There is nothing good about it. Same for bacitracin, triple antibiotic, and any topical aminoglycoside. A few years ago it was "honored" as allergen of the year. When it was compared to vaseline applied to sutures after surgery the vaseline people had better results.
