Can you please explain why tampons sometimes cause toxic shock?

Uncommon: There was a particular type tampon that allowed a particular bacteria to grow rapidly in the vagina. That bacteria produced a toxin that cause "toxic shock". That tampon was removed from the market decades ago. In over 22 years of practice, I have never seen a case of toxic shock.
