Not paranoid…: This is for protection from temperature and trauma. 2 types of muscle allow the testicles to move up or down--cremaster muscles (voluntary) and dartos muscle (involuntary). These muscles allow the testicles to retract toward the body when cold (to protect sperm) or at threat of trauma--touching inner thigh can cause testicles to move in direction away from your hand--a way to protect from threats.
