See a doctor: The best thing for a child that age to do is to be seen by a doctor. Pain with urination is suggestive of a urinary tract infection. The kid could need a physical exam & antibiotics.

Depends on why: Soaking in a warm tub can help them relax and letting them pee into the tub can cancel out some of the discomfort. At 4 they can have a problem with bathwater soap/irritants causing some vaginal irritation which can eventually lead to a bladder infection.Avoiding sudsy bathwater can sometimes eliminate this pattern. If it persists she needs her pee checked for infection.
