Phlegm: I doubt that any agency tests phlegm for illicit drugs or that they are detectable in phlegm by the usual means. Heavy use of certain drugs can be detected in urine or hair weeks after one stops using them.

Drugs are not tested: in sputum (or phlegm) per se - only in oral fluids. And the answer is no in any case. Drugs persist in oral fluids for a little shorter time than they do in urine (2-3 days for most, much longer for THC).
