Can you tell me if traces of illicit drugs could remain in phlegm if a person has chronic bronchitis and could this result in a positive drug test result even if the drug/s had not been consumed for weeks/months?

Phlegm: I doubt that any agency tests phlegm for illicit drugs or that they are detectable in phlegm by the usual means. Heavy use of certain drugs can be detected in urine or hair weeks after one stops using them.

Drugs are not tested: in sputum (or phlegm) per se - only in oral fluids. And the answer is no in any case. Drugs persist in oral fluids for a little shorter time than they do in urine (2-3 days for most, much longer for THC).
