Cellulitis: Without blistering or fluid build up under the area, this could be a rash, sunburn, eczema , or cellulitis. It sounds like you could use a visit to your doctor to make sure. Do you have any fever or chills? Watch the area if you can't make it in immediately for spreading. A picture is worth a thousand words. Good luck.
