Depends on where: A fertile woman can get pregnant if she touches fertile semen with the inside of her vagina. With any other kind of touching, the answer would be NO... but of course, life can surprise you sometimes. (Note that not all semen is fertile. Semen from a guy who has had a vasectomy looks the same as fertile semen, but has no sperm in it.)
