Best to wait: Tattoos are low risk but not perfectly sterile. You are having major abdominal surgery and infection is always something we worry about. Why not put off the tattoo until you are healed from the other surgery.

WAIT: In case of infection or other complication from tattoo it could cause cancellation of surgery. What is the hurry? Also keep in mind that most people eventually regret tattoos, especially on areas not covered by clothing.
