There's a small spot on my arm that's dark brown in the center and has pinkish red ring around it. it's raised, waxy, fingers stick if i pinch it.

Skin lesion: How long has it been there? Has it changed in size,shape, or color? I would suggest not touching it as it can aggravate the site and possibly cause an infection. The other thing you should do is see a dermatologist and he/she can determine whether to remove it and/or biopsy it to get more information.
