Yes, but: there are other stabilizing ligaments that are more prone to injury with twisting. Physical exam and imaging would be needed to differentiate the injury and guide decision for surgery and/or rehab.

ACL injury: Yes, ACL injury usually is non-contact injury. Also valgus, extension, deceleration injury.
