See a doctor: Those may or may not related. Bruises can happen when you bumped into something and unaware about it or other hematology problem or liver problem. Itchy neck could be dry skin or other problem. There's many possibilities. Since you got a cystitis symptoms, you should see a doctor to get a full check up and see if those are related.
