Hmm...: cannot say in your particular case, but generally, "arms nd legs went number throat felt like was closein up" is considered a reason to discontinue a medication. Allergic reactions can happen at any time taking a medication but would typically be after the first exposure and within the first year of use.

Allergic reaction.: You may not have been sensitive to the effexor (venlafaxine) before - but now are. Or you may be allergic to a carrier vehicle. I would stop now and get emergency care for swelling of lips/tongue/airway or difficulty breathing.
