Yes it should: be concerning in a 23 year old otherwise healthy guy. If you are an athlete who trains like an elite sportsman, then your blood pressure may run on the low side. Depends on overall: context. If the change in blood pressure were new and due to an ongoing problem (heart attack, uncontrolled bleeding, cholera, etc.) then that would be quite serious. Minor chronic symptoms of low blood pressure seem to be associated with malaise in some. Otherwise, no, not so much. Maybe a regular check up to confirm the bp and evaluate the heart, but this isn't generally a problem.
