See remark: Chad,your question is not so clear.From what I think you had repeat repair of a hernia which originally took place 16 yrs ago! You currently may have HYDROCELE (fluid around the Lt. testicle).You also mention fluid near incision site !! Please contact the surgeon that operated on you,if not feasible please see a surgeon or urologist.Best of luck
