Incomplete breath: It means that the radiologist felt that you did not take a complete breath in (or the pictures were taken after you started exhaling) during the process of getting the X-ray. As a result, the part of the lungs near the bases (bottom) seem to show up more dense than the rest of the lung. Again, radiologist felt that this is due to incomplete breath during the X-ray procedure.
