White heads: are likely...they turn black when exposed to air but could look yellow in between. Use a soap that contains salicylic acid, which will dry your skin a bit but will help it to renew itself a bit faster. Tretinoin (Retin-A) will do the same, start with only a small amount to avoid irritation. It's fine to pop these things out when you do get them.

Need more info: Difficult to give accurate diagnosis without seeing the problem on your skin. Many conditions look like what you describe. Please see your family physician or a dermatologist for an accurate diagnosis.
