Dark under eyes : Circles, or shiners, most commonly are due to congestion in the nasal cavity and sinuses, engorged blood vessels overlap and give the dark hue, or may be just darkened skin, please make sure first that you don't have nose or sinus disease before embarking on treating the skin in that area
